This research consists of two parts:
Part1
Discusses the nine issues of engineering management theoretically in order to be used and displayed in part 2 with relation to our case study which is “Aljame’a” hospital. Issues like specifications, quality and structure analysis were taken into consideration to insure the safety of the structure.
Part2
In order to achieve the research goals several items were processed in parallel.
1- In structural design we made a static structural analysis to ensure that the building is safe under the existing conditions, and that it is highly qualified.
2- In order to obtain high quality several studies were made, and so we took into consideration the specifications of this project to check high quality, especially for operational rooms and toilets.
3- A questionnaire of 20 questions was made to check the viewpoints of contractors and construction engineers regarding obtaining high quality.
4- Quality analysis was made to recalculate the quantities of the project, noticing that cost analysis hadn't been made because we couldn't get real prices.
This research recommends making a cost analysis of the project in order to compare with the approved budget.
Al-jam'a hospital building will be studied from different points of view. The structural design, which looks like the base rule for us as civil engineers will take place.
Frankly speaking, the cost considerations are important and cost balance is a main part of the design. We tried to make the most economical design within a considerable degree of safety.
The project is an unsymmetrical reinforced concrete building that has setback shown in 3D model, each story has three spans in x-direction with span length of 7.5 meters except elevator opening span length that equals 6.5 meters, and three spans in y-direction with a span length of 7.5 meters.
The outcomes of this research could be summarized with the followings points:

In the field of structural analysis: in this research the structure of the University building Static were analyzed and resulted with safe structure of the project.
2.
Many studies were conducted to achieve high quality, in this research the project specifications were conducted and compare it with the Palestinian Standard Specifications and confirmed that they were identical, particularly with respect to operation room and toilets.
3.
A questionnaire containing 20 questions were establishes and examined the view of some contractors, engineers, Structural what about access to the highest possible quality, and after analyzing the questionnaire accord to SPSS, the results show that the consultant highly affected the high quality of the project, besides, the qualified contractor surely affects the performance of the project. In addition the external environment shared with the high quality achievement.
At the end of this project the following are recommended:
1.
It is recommended to offer the prices of estimators in order to specify the needed budget. Since the available budget will affects the quality of the project.
2.
It is recommended that the projects being constructed by qualified contractors to obtain and to guarantee the high performance.
3.
In order to gain a high quality, it is recommended to study well all the contract documents with its specifications.
4.
Qualified labors and good management especially human resources management will introduce a good performance.
5.
To all engineering offices we must recommend that :
1-all engineering offices must use a computer programs in analysis and design .
2-use all structural design principle
3- design buildings to resist earth quacks.
4- tried to make the most economical design within considerable degree of safety.
