The idea of the project is to strategic development framework plan for the northwest villages of Nablus and northeast of Tulkarem (Sebastia, Burqa, Almsaudih,   ) based on physical planning guide policies and with the support and supervision of the Ministry of Local Government and the Belgian Technical cooperation. And then take the town of Sebastian in detail as a case study for the regeneration of its historic center through studying, diagnosis and analysis of the town, and then make a vision and strategies to revive the town and the preservation of its cultural and natural heritage, and prepare a comprehensive regeneration plan, based on the outputs of the above-mentioned framework plan, so that it includes several proposals and new uses such as cultural and natural tourism paths, and the proposed traffic system, in addition to the maintaining of the old town plan, including what will be restored, re-use and rehabilitated of buildings, and some detailed plans
