Tulkarm Municipality was established in 1886, when the Ottoman government appointed Mr. Saleh Haj Ahmed Awad representative and the mayor of Tulkarem, the population's in that period about three thousands people, where the reason for the establishment of the municipality for such a small number of the enjoyment of the town is the location of commercial, agricultural, as it distinguished the city linking the northern part of Palestine coastal with southern and eastern section, the lines of communication forum (cars, trains) bettheyen Haifa and Jaffa and Jerusalem, and controls approximately 38.275 acres in that period.
The tasks of municipality in that period are:
1) Providing services to the population – such as securing water.
2) Overseeing the planning and construction of street paving, cleaning and lighting infested with jellyfish.
3) Reporting on the deadly epidemics of the Ottoman Empire and to provide necessary medical assistance.
4) Control offerings that are sold for meat to the population.
5) Granting of licenses for professions and industry.
6) Levying certain fees and taxes of the population.
Now with the development of population and urban expansion, the tasks of Tulkarm Municipality they're developed and diversified divisions. It became a made up of several sections:
- Administration.
- Public Relations.
- Library.
- Department of Computer.
- Mayor's office.
- Engineering Department.
- Electrical Department.
- Department of Water and Sanitation.
- Finance Department.
- Mechanical department.
- Municipal Court.
- Auditing of employees department.
Three departments in the municipality were focused on , and they as below:
1) Electrical department.
2) Water and Sanitation department.
3) Department of Health.
